Direito à cidade da população LGBTQ+ em Ponta Grossa/PR: uma análise a partir da atuação dos membros representantes da sociedade civil no Conselho Municipal LGBT

Abstract

This dissertation investigates how the demand for the exercise of the right to the city by the LGBTQ+ population has taken shape in Ponta Grossa, Paraná, Brazil. The general objective is to analyze the participation of the LGBTQ+ community in the occupation and urban planning of the city, aiming to understand its struggle for the right to the city. To achieve this, five specific objectives were established: to understand the construction of gender and sexuality identities in the context of city formation; to discuss the right to the city as an exercise of citizenship in the face of capitalist urban development; to investigate Brazilian urbanization in its material, social, and political aspects; to analyze the participation of the LGBTQ+ population in the formation of Ponta Grossa; and to assess the possibilities and limitations of the Municipal LGBT Council (CMLGBT) in incorporating the right to the city for this population into municipal public policies. The research adopts historical materialism as its method, based on Karl Marx’s dialectical ontological critique, with the category of totality as its central axis. Additionally, it employs Henri Lefebvre’s spatial dialectics and his regressive- progressive method. The empirical basis of the investigation combines bibliographic and documentary analysis with semi-structured interviews conducted with representatives of civil society who are part of the CMLGBT of Ponta Grossa, including members of the Brazilian Bar Association (OAB), the World March of Women, the Flor de Lis Association, the National LGBTI+ Alliance, and the LGBTQ+ Cultural Parade of the Campos Gerais region. The scope of the analysis encompasses the articulation between Marxist and Lefebvrian theoretical categories and the lived reality of the LGBTQ+ population in the municipality, considering historical urbanization processes, the structuring of urban space under capitalist logic, and forms of popular participation. The study concludes that the right to the city for the LGBTQ+ population in Ponta Grossa is a continuous and multifaceted struggle, articulated through both institutional and direct fronts. The capitalist city is structurally exclusionary, and the achievements of the movement, although significant, are limited by a State that promotes an “exclusive inclusion.” Emancipation requires overcoming the logic of capital and building a new hegemony based on substantive democracy and the appreciation of diversity.
