Abstract

It examines multi-species family relationships among homeless individuals in the municipality of Ponta Grossa-PR, focusing on the purest and most selfless forms of affection, and explores how public policies can support these families comprised of people and animals. In effect, the problem to be addressed is the following question: How can the recognition of multi-species families, constituted by the homeless population, in light of the legal principle of affection, be present in public policies for fostering in the municipality of Ponta Grossa/PR? Considering the translational perspective adopted, the general objective of the research is to investigate how the recognition of multi-species families, constituted by the homeless population, can be present in public policies for fostering in the municipality of Ponta Grossa/PR and to develop a public policy project aimed at this population and the non-human animals with whom they live. To achieve this objective, the hypothetical-deductive research method was adopted, starting from a problem to which a provisional solution is presented, embodied in a tentative theory. For the construction of the approach, three distinct research techniques were employed: bibliographic, documentary, and field research, conducted through a survey with the application of structured interviews. The study was developed in three chapters. The first examines the evolution of the concept of family and the consolidation of the legal principle of affection as the foundation of contemporary family structures. The second analyzes Animal Law and its foundations, establishing the legal basis for the recognition of multi-species families. Third, in turn, applies these premises to the reality of homeless people, discussing multi-species cohabitation and the need for public policies of support that recognize these affective bonds. The research findings indicated that homeless people recognize their animals as members of their family, maintaining affective bonds of a familial nature with them, manifested through practices of care, protection, and responsibility, even in the face of material limitations. Furthermore, the feasibility of formulating a public policy project for support that recognizes and incorporates multi-species families in serving the homeless population, in accordance with the legal principle of affection, was identified. Nevertheless, the topic is not exhausted, revealing the need for continued research, especially regarding the implementation and evaluation of the proposed public policy.
