Abstract

In Ponta Grossa, a municipality in the interior of Paraná, there is a complex relationship between urban development and agriculture, resulting in areas where the urban perimeter has expanded to include agricultural zones. The high consumption of pesticides in the region, combined with the proximity between plantations and dwellings, can generate risks and impacts for the population and the environment. The study is based on the premise that sustainable development, which seeks to bring human dignity linked to care for the environment, is being compromised by this dynamic, thus reflecting the responsibility of municipal public management to promote development that prioritizes the well-being of the population, especially in view of the use of pesticides. The research covers the generality and diversity of the impact of exposure to pesticides in different housing profiles, focusing on social housing complexes and high-end condominiums adjacent to agricultural areas. The research also evaluates the recent Municipal Law No. 14,965/2024, which regulates the use of pesticides in specific areas, linking it to the Sustainable Cities Program. It has a quantitative-qualitative approach, exploratory and descriptive in nature, and uses methods such as literature review, documentary research, mapping, photographic records, and semi-structured interviews with public managers. In this way, it seeks to understand the interface between sustainable development and urban policy in the municipality of Ponta Grossa-PR, with regard to housing bordering agricultural areas, which allows for reflection on more effective and sustainable public policies. It was found that the pesticide law in Ponta Grossa is aligned with the goals of the Sustainable City Program, with an emphasis on promoting sustainable development. However, there are gaps in the approach to the issue that point to the need for coordinated actions between different sectors of public management. It is also noted that there are many agricultural areas within the urban perimeter that are close to social housing complexes and high-end condominiums, with 13 condominiums and 12 housing complexes less than 50 meters from agricultural areas, which shows that the impact of pesticides is widespread in the municipality and should be addressed by municipal public management, considering the impacts and risks that it can generate. However, these are not considered in public management, as detected in the results of interviews with managers. In summary, there is institutional disarticulation and symbolism in pesticide legislation.
