Abstract
This dissertation aims to analyze the relationship between physicians and public
university hospitals, focusing on the hiring modalities and the labor, business, and
administrative aspects involved. The research is justified by the importance of
understanding the different forms of hiring physicians and their implications for the
quality of services provided and the efficient management of public resources. The
deductive method was used, and the methodology was qualitative and quantitative,
including documentary analysis of legislation and employment contracts, in addition to
collecting and analyzing data on hiring physicians at the Hospital Universitário
Regional dos Campos Gerais Wallace Thadeu de Mello e Silva (HU-UEPG), in Ponta
Grossa-PR. The results indicate the complexity of the relationship between physicians
and public university hospitals, with the coexistence of different hiring modalities, each
with its own peculiarities and challenges. The study reveals the importance of efficient
human resources management in health, with the need to ensure the quality of
services provided to the population and the appreciation of medical professionals. The
dissertation proposes a good practices manual to guide managers in hiring physicians,
focusing on the legality, transparency, and economic efficiency of the processes.
