A segurança na fronteira: o papel do Batalhão de Polícia de Fronteira (BPFRON) no Estado do Paraná

Abstract

This thesis aims to analyze public security at the Paraná state border, a region that lies between Brazil, Paraguay and Argentina, and the role of the Border Police Battalion – BPFron in this context. It is understood that BPFron, installed in some municipalities in the West and Southwest of Paraná, reflects the public security policy on the triple border, on the Brazilian side. The thesis presents as a time frame the period of creation of BPFron, 2012, to the current period. As a spatial cut-off, bpfron's area of activity, which is distributed in three companies by one hundred and thirty-nine municipalities in the West and Southwest regions of the paraná border strip. Among these municipalities, special attention will be given to those with higher rates of violence, based on data from the Secretariat of Public Security (SSP), The Paraná Institute of Economic and Social Development (IPARDES), the Brazilian Institute of Geography and Statistics (IBGE) in the Municipal Profile section. The corpus of the research is characterized by the most fought crimes in the border strip, such as the dispute for the territory between drug traffickers, smuggling (cigarettes), misdirection and drug trafficking. The municipalities that showed a significant increase in their homicide rates, from 2015 to 2016, having as parameter the national and state averages, were: Matelândia, São Pedro do Iguaçu, Santa Helena, Terra Roxa, Vera Cruz do Oeste, Cidade Gaúcha, according to a survey by IPARDES. It is hypothesized that border municipalities are more susceptible to problems related to the lack of public security. In addition to these problems mentioned above, there is difficulty in controlling the security forces. In the context of public security is BPFron that operates in the Triple Frontier, both on the dry border and along the Paraná River. Methodologically, we chose to emphasize the trafficking of drugs and weapons, smuggling of cigarettes and detour as references of crime analysis by the expressive record of seizures, given the statistical data provided by the Secretariat of Public Security (SESP) of the State of Paraná, Federal Police (PF), Federal Highway Police (PRF) and The National Anti-Drug Secretariat of Paraguay (SENAD). These security agencies provide public access to their operations in the fight against crime.
