Abstract
Neste trabalho, busca-se discutir a distribuição espacial de equipamentos públicos e infraestrutura urbana no município de Ponta Grossa como forma de garantir o Direito à Cidade à população, na perspectiva da segregação socioespacial. Para isso, foi realizado um levantamento bibliográfico dos temas “Desigualdade Socioespacial”, “Segregação Socioespacial”, “Direito à Cidade”, “Periferização”, “Descontinuidades”, que formaram a base teórica para discutir os conceitos relacionados aos dados levantados para o urbano. O recorte adotado foi a escolha de dois setores censitários: um no bairro Centro, e outro no bairro Neves. Os métodos usados para analisar a presença de infraestrutura urbana e equipamentos públicos foram a análise espacial pela produção de cartogramas com o software Quantum GIS, para analisar quantitativamente o espaço, e o Public Space’s Service System (P.S.S.S.), para verificar qualitativamente o espaço público de ambos os setores, por meio de quadros e percursos. Como resultado, foi possível observar a diferença da presença de equipamentos públicos, qualidade de infraestrutura urbana, presença e qualidade de acessos, entre outras informações que mostram como o espaço se articula com o todo. Como conclusão, foi possível observar que existe segregação socioespacial entre centro e periferia no município, nos aspectos de distribuição de equipamentos públicos e infraestrutura urbana, quanto no aspecto da paisagem em cada um dos espaços urbanos analisados.
This paper aims to discuss the spatial distribution of public equipment and urban infrastructure in the Ponta Grossa municipality as a means to ensure the Right to the City to its population, under the perspective of socio-spatial segregation. For that, a bibliographic survey has been made, including themes such as “Socio-spatial Inequality”, “Socio-spatial Segregation”, “The Right to the City”, “Peripherization”, and “Discontinuities”, which formed the theoretical framework to discuss concepts related to the data that had been gathered from the urban space. The approach focused on two census tracts: one from the Centro neighborhood (Downtown), and another one from the Neves neighborhood. To analyze the presence of urban infrastructure and public equipment, a spatial analysis has been made by producing Maps with Quantum GIS, in order to quantitatively analyze space, as well as Public Space’s Service System (P.S.S.S.), in order to qualitatively verify public space from both sectors, using tables and walking routes. As a result, it was possible to observe differences in the presence of public equipment, the quality of urban infrastructure, the presence and quality of urban access points, among other data that shows how the space articulates with the whole city. As a result, it was possible to observe differences in the presence of public equipment, the quality of urban infrastructure, the presence and quality of acess points, among other information that demonstrates how the space relates to the whole. In conclusion, it was observed that there is social-spatial segregation between the center and the periphery of the municipality, both in terms of the distribution of public equipment and urban infrastructure and in terms of the landscape in each of the analyzed urban spaces.
