A população em situação de rua em Ponta Grossa/PR: uma análise da oferta de serviços socioassistenciais de proteção social especial no município

Abstract

This research deals with the topic of the homeless population in its relationship with social protection, demanding a comprehensive and sensitive approach to the different realities faced by this population segment that is among the most vulnerable in our contemporary society. Its general objective is to analyze the provision of socio-assistance services of special social protection to homeless people in Ponta Grossa/PR, amid the advances and challenges of the process of achieving the National Policy for the Homeless Population (PNPSR). Its specific objectives are: to reflect on the historical role of social assistance services in public Social Assistance policy in Brazil; contextualize the homelessness situation in Brazil and the State of Paraná in light of the construction of the National Policy for the Homeless Population; and identify the special social protection social assistance services offered to the homeless population in the municipality of Ponta Grossa/PR, analyzing the main advances and challenges in the context of their implementation in the

municipality of Ponta Grossa/PR. The research is qualitative in nature with a descriptive- exploratory nature, consisting of three phases: bibliographic review, documentary survey

and field research. The theoretical-epistemological trajectory brings with it 3 (three) theoretical categories, namely: State and social protection; public policies and the homeless population; and social assistance services of special social protection. It starts with reference authors in the field of knowledge production about social protection in Brazil, as well as the National Social Assistance Policy and the National Policy for the Homeless Population. For the field research phase, the elaboration of a semi-structured questionnaire applied to managers and professionals who are part of the technical team of social assistance services for special social protection in the municipality of Ponta Grossa was used as a methodological tool. The technique for analyzing the information collected from the research subjects was the content analysis technique. The research results pointed to the existence of timid advances in the provision of social assistance services in Ponta Grossa, such as the implementation of the Centro Pop, the Social Approach Service and the recent CIAMP-Rua, as well as joint action through partnerships with civil society organizations. Despite the advances, it can be concluded that challenges still persist, such as the need to improve intersectorality, the minimum number of reference teams and greater frequency/availability of specialized services to meet the demands of this public, especially on weekends. In addition to promoting debate about the situation of extreme social vulnerability that afflicts people living on the streets, the research intended to contribute to giving visibility to this social phenomenon, in addition to raising public awareness of the challenges related to achieving the objectives of the national policy for the homeless population in the municipality of Ponta Grossa/PR.
