Abstract

In this thesis, presented in multipaper format, the central theme of Public Communication is defined as anything that seeks to reach a person from their citizen perspective, “Public Communication is about providing access, acting with transparency, providing information. It also means encouraging people’s social participation in what concerns them” (Medeiros; Chirnev, 2021, p. 9). Divided into four articles, the first brings reflections on the concept of citizenship for Hannah Arendt, through the idea of belonging and the “right to have rights”, ending the text with the association between citizenship and public communication, discussing these issues in the Brazilian context. . In the second article, the concept of public sphere in the work of Jürgen Habermas will be explored, as well as the author relating the theme to mass media, closing with a discussion of how Brazilian authors appropriated the concept to assist in the construction of that which today is understood as public communication in Brazil. For the third article, we work on the concept of sub-citizenship in Brazil and how Public Communication can help in the process of emancipation, stopping national underdevelopment. For the fourth and final article, research is presented. action, a study on a public communication product for the Postgraduate Program in Applied Social Sciences at the State University of Ponta Grossa.
