A inserção urbana do direito à cidade em Ponta Grossa-PR: ênfase em conjuntos habitacionais entre 2012 a 2021

Abstract

The growth of space is a process that involves different factors and social groups, this space is a set of relationships that belongs to a particular mode of production which shapes and modifies, according to your interests. The city is a social and collective space, and the city right it refers to overcome the contradictions generated by the relations of force between social agents within this space. The city right concerns a collective right, which can sometimes be met in its entirety, partiality or null, given contless factors such as political, market or speculative interests. Housing policy often ends up being influenced by the same logic present in the market and interests of a small portion of social groups. The government housing programs - Minha Casa Minha Vida Program and the Casa Verde e Amarela Program are objects of study of this research, in the context of production and access to housing. This, the present work aims to: describe the city right through urban insertion in the dimensions that involve essential urban services, Urban infrastructure and Urban and Social Services in housing estates of range 1 and 2 in Ponta Grossa - PR. The time frame covers the period from 2012 to 2021, where the Housing Estates of these programs were being implemented. The research is characterized as exploratory and descriptive, combined with bibliographic and documentary research, with the use of legislation and georeferenced thematic maps to represent the object. It is infers that the installation of housing estates is mostly peripheral. With regard to the city right, even in different income ranges, the residents of the Housing Estates, in the dimensions urban infrastructure and urban essential services they are fully contemplated. In relation to the dimension Urban and Social Services, it is partially contemplated in the item public squares since not all housing developments have them, and they end up using other housing developments. They are also not fully attended to regard to health and education facilities, and it is necessary to move for other nearby housing developments that have the facilities. In this way, it can be observed that the city right through housing policy contemplates in its entirety the access to housing in its infrastructure and essential urban services, but when it comes to social rights and urban services, these are not attended in their entirety, and some issues are not covered.
