Abstract
The present study aims to analyze the participation of Civil Society (SC) in the management
of public sports policies, through the Sports Councils (CE's). This concern arises from the
question: how is SC's participation in the management of public sports policies? From
exploratory studies on doctoral theses in the last 5 years, it was noticed that there was only
one work that dealt with the participation of SC in public sports policies. Starting from two
central categories SC and social participation, it was noticed that they are permeated by other
categories, almost inseparably, they are: State, politics, democracy, and public policy of sports
that, in addition to the two initial categories, make up the theoretical framework to support the
discussion on the participation of SC in the management of sport, through the EC's. The
methodology used for the development of the work was an exploratory study and had as a
time frame from 1988 - having as a starting point the approval of the Federal Constitution from
1988 to the year 2018 - year of presentation of the study proposal. Thus, sport started in the
Federal Constitution of 1988, the infraconstitutional laws law nº 8.672/1993 and law nº
9.615/1998, which regulate the sport in Brazil, passing through the laws and decrees that
regulate the sport in the State of Paraná, culminating with the laws and decrees that institute
the EC's of the micro-region of Campos Gerais/Pr. In addition to these laws and decrees,
readings were made of the minutes, internal regulations and interviews about the participation
of its counselors, at the three levels of government, Federal, State and Municipal, through
semi-structured interviews. As for the analysis of the data, they were carried out in a qualitative
way, in which Habermas' thinking about democracy and deliberation was taken as a reference
for the ideal of participation. The study was organized into five chapters, the first and second
being theoretical foundations in which the basic categories and their concepts are worked on
in order to support the analysis of SC participation in EC's. The third addresses the
methodology used for the development of the research, classifying it as a study of deductive
characteristics that seek the similarities and differences between the EC's in all instances of
the Public Power in Brazil. In the fourth chapter, an overview of the Public Policy Councils and
EC's in Brazil, Paraná and in the Microregion of Campos Gerais/Pr. The fifth chapter presents
the research data and the analysis of SC's participation in the management of public sports in
the period 1988/2018. In the final considerations, the defense of the thesis is presented that
the EC's in Brazil failed to become an expression of democratization of SC's participation in
the management of public sports policies, since they performed functions and carried out
peripheral discussions on public sports policy, acting when much, as an organ of social control
of the management in the area, when it was allowed by the public power and, having as
reference the thinking of Habermas on deliberative participation, the study allows to affirm that
the processes of democratization/participation have not yet entered the area of public
management of sport and this perceives the participation with an intervention of society in an
area of technocratic knowledge, therefore, it is not welcome and therefore it comes up against
not doing, in the sense of expanding participation and power sharing, as a policy.
