Abstract

This thesis deals with the topic of work and migration, having as its object the South-South labor migrations to the state of Paraná, and the labor insertion of the peripheral migrants starting in 2010, in the formal labor market of Paraná. That year consolidated Brazil, as a country, and the state of Paraná, as some of the main destinations for the labor migratory movements known as South-South, as shown by the numbers extracted from the microdata of RAIS/CTPS/CAGED, reports produced by OBMigra, the 2010 demographic census and the intense Haitian migration flow that occurred after the earthquake in January 2010. To this end, we have as problems to be analyzed: what are the determinants of South-South migration that impact the configuration of the labor market? Is there wage differentiation for migrant workers from the global South when compared to those from the global North? Has the protection of these migrants occurred in accordance with the ILO's decent work agenda? Has the insertion of these peripheral migrant workers at the highest and most precarious levels been isonomic with that of workers from the global North? The thesis defended in this research is that there is an unequal insertion of labor migrants from the global South in the Paraná labor market, even though these migrants are in the same qualification categories as migrants from the global North, that is, workers with the same productive characteristics, in the same occupational groups, but with unequal salaries. The general objective is to analyze the international migratory movement, as an element of capitalism, having been conditioned, among other situations, by the deterritorialization of production and capital and by the transformations in the international division of labor, since the location of a country in this division interferes with the characteristics of the migratory movements it produces or receives. Important aspects for thinking about human mobility are also dealt with, such as globalization and the formation of economic blocks, the current stage of capitalism and the international division of labor as structural factors that stimulate and promote the transit of people in the international space, including South-South migration, the influence of Law 6815/80 and its discriminatory and selective character on migration policy, the configurations of South-South labor migrations as of 2010, the relationship between decent work and labor migration, and the insertion by qualification of these migrant workers from the global South and North in the higher levels as well as in the more precarious ones of the labor market. The mixed method was used with a qualitative and quantitative approach based on a bibliographic survey and legal frameworks that address the issue of labor migration. As a research source, we used RAIS/CTPS/CAGED, the main sources on formal employment in the country, which allowed us to evaluate how the insertion of these migrant workers into the labor market of Paraná has occurred. It was possible to identify the inequality of labor insertion between migrants from the Global South and the North, even when inserted in the same occupational groups. In this scenario, the place of origin of these migrants is an element that impacts on the unequal insertion of these migrant workers, especially for those coming from the global South.
