Os desafios para a promoção da saúde no Município de Ponta Grossa - PR

Abstract

This study aims to identify the challenges for health promotion in the municipality of Ponta Grossa - PR, based on the National Primary Care Policy (PNAB-2017). This is a qualitative research interdisciplinary pplied social sciences. The path used to achieve the objective of the study was that of exploratory survey. It was also necessary to carry out a bibliographic and documentary review. The field research was developed through semi-structured interviews. The professionals selected to participate in the research are health professionals who work in Primary Care (AB) of the Municipal Health Foundation (FMS) in the municipality of Ponta Grossa - PR. The criterion for the selection of the research was a professional from the Family Health Strategy (ESF) from each health district of the city, as well as one from each team of the Extended Family Health Center (NASF-AB). Thematic analysis was used to analyze the collected data. The present paper is divided into three chapters. The first chapter is called “The Health Policy and Primary Care in Brazil”, which discussed the Social and Health Policy in Brazil, Primary Care in Brazil and the National Primary Care Policy. The second chapter is entitled “Health Promotion”, in which the Health Care Models, International Discussions on Health Promotion, Health Promotion in Brazil and Primary Care, Promotion and Surveillance were addressed. The third chapter “Health Promotion in the municipality of Ponta Grossa - PR” analyses the data collected from the presented categories. Six categories of analysis were listed, which allowed it to conclude that there are several challenges for the operationalization of health promotion in Ponta Grossa – PR, which stand out: confusion between the concepts of health promotion and disease prevention; actions aimed only at disease prevention; lack of human and financial resources; lack of instruments to assess and monitor the effectiveness of health promotion; lack of participation of individuals in the planning processes and in the execution of health promotion actions; work overload; and changes made to the PNAB (2017). It is concluded that there are countless challenges for health promotion in the municipality of Ponta Grossa - PR and that to overcome them, it is necessary that the municipal management and professionals are inserted in a constant process of permanent education, that resources exist human and financial, that there is planning of the actions carried out, that intersectoral actions are carried out, that tools exist to evaluate and monitor health promotion and that professionals working in AB have knowledge about the PNAB.
