A propositura de um instrumento para verificação da participação do Conselho Tutelar na elaboração de politícas públicas em âmbito municipal

Abstract

The Federal Constitution of 1988 recognized the child and adolescent as subjects of rights and established to the Public Power the duty to direct its actions to this public through specific public policies. Although the Federal Constitution and the Child and Adolescent Statute determine that the formulation and implementation of public policies directed at children and adolescents must be carried out by the Rights Councils, it can be considered that the Guardianship Council plays a fundamental role in this mission, because it is considered the gateway to the safety net when it comes to the child population. In this perspective, the research has as general objective the creation of a pilot instrument that can evaluate the participation of the Guardianship Council in the elaboration of public policies for children and adolescents, following the WHOQOL-100 model. The methodological course was in two stages, where the first one corresponds to the bibliographical and documentary research related to the subject of the research, and the second stage concerns the practical results, where the scientific production on the Guardian Council was initially raised through the theoretical and empirical approach, and then the pilot instrument was constructed following the WHOQOL-100 instrument molds. As a final result, Performance of the Guardianship Council in the Elaboration of Public Policies (AConTEPP-34) was created, being the pilot version of an instrument that assesses the agency's participation in the development of public actions for the benefit of children and adolescents at the municipal level. The AConTEPP-34 is composed of 34 questions, of which 32 are unequally divided into five major domains: Attitudinal/Action, Organizational/System, Daily life/Habit, Influence/Conviction and Self-perception/Judgment. The domains are subdivided into categories called facets, within which the issues are related. There are two questions at the beginning of the questionnaire that aim at self-assessment of the guardian counselor about his participation in formulation of public policies for the benefit of child and adolescent in the municipality of actuation, and a general evaluation of the Guardianship Council about the same topic. The study aimed on allowing its future practical applicability, being this object of study in the area of Applied Social Sciences. The intention is to overcome the theoretical order and contribution in an effective way to the evaluation of the participation of the Tutelary Councils in the formulation of public policies in the municipal scope. It is suggested that new studies aim to test the psychometric properties of AConTEPP-34 and the adjustments necessary for its full version. Thus, the instrument can guide the professionals in order to make them reflect on the theme and direct them to a possible strengthening of this activity of primordial importance, which is the effectiveness of the rights of children and adolescents.
