O trabalho infantil como violação dos direitos humanos da criança e do adolescente no município de Guarapuava-PR

Abstract

The present work analyzes the role of the protection network in addressing child labor in the municipality of Guarapuava and presents specific data on this reality. It addresses the protection of human rights of children and adolescents from a global perspective and the actions of international organizations in defending these rights. The economic and social structure of Brazil, which influences the practice of child labor, is examined, with data on this issue presented. Measures to combat child labor are discussed, highlighting actions taken by governmental spheres. Considering the municipality of Guarapuava - PR, the study analyzes child labor data and the role of CRAS, CREAS, the Guardianship Council, and the Public Ministry of Labor, which make up the Rights Guarantee System, as well as the initiatives and strategies adopted by the municipality in addressing this practice. Through descriptive-exploratory and quali-quantitative research, bibliographic and documentary research were used as methodological instruments. Document analysis involved procedures related to child labor and data from the Information System for Children and Adolescents (SIPIA) on human rights violations of children and adolescents in the municipality of Guarapuava. Regarding the research subjects, the sample selection criteria were based on professionals from the Rights Guarantee System for Children and Adolescents, with semi-structured interviews (2 professionals) and a form (1 professional) applied to those working to combat child labor. Content analysis was chosen as the data analysis technique. Four categories were listed for analysis: the role in protecting the human rights of children and adolescents; the articulation between the protection network; measures adopted during the pandemic; and difficulties in combating child labor. By contextualizing the municipality of Guarapuava, analyzing data on rights violations, child labor procedures, and interviews and forms, difficulties in articulating the social protection network and in combating child labor were found, as the data evidenced show that this issue is the most fragile among the violated rights. Additionally, each information system presents varied data, suggesting underreporting. The lack of resources is pointed out as a difficulty in combating this issue, and considering the pandemic period, the services offered faced greater impacts in meeting demands and promoting rights.
