Abstract

This dissertation aims to study the Urgency and Emergency Care Network in the municipality of Ponta Grossa/PR. The Health Care Networks (RAS) aim to overcome the fragmentation of health services, promoting interaction between the main points of care, where health services are offered, providing comprehensive care, with continuous, quality, responsible care and humanized. The RAS are organized by thematic networks and one of them is the Urgency and Emergency Care Network, the focus of this work's discussion, which aims to answer the following question: How is the Urgency and Emergency Care Network configured in Ponta Grossa/PR? To answer this question, the general objective was to analyze the configuration of the Urgency and Emergency Care Network in the municipality of Ponta Grossa / PR, from 2011 to 2018. It is an interdisciplinary, qualitative and exploratory descriptive research. Firstly, bibliographical and documentary research was carried out regarding the RAS, with the intention of approaching the reality to be researched, expanding and deepening the knowledge about the Urgency and Emergency Care Network. Data collection was carried out through participant observation, carried out at the health care points of this network and semi-structured interviews applied to the reference professionals at the care points. The selection of subjects was due to the space they occupy in the service, with the majority of respondents representing the coordination or management of the service. For the analysis of these interviews, content analysis (thematic modality) was used as the technique and the method adopted for understanding the object was Karl Marx's historical dialectical method. Based on the method, the complexities that involve the research object in its entire process, from its emergence to the present, are analyzed, taking into account the dialectical movement of history. The first chapter seeks to deepen the Brazilian health policy, more specifically after the Sanitary Reform Movement and the implementation of the Unified Health System (SUS) and the three levels of health care. In the second chapter, the RAS is described and contextualized, presenting its concept, foundations, constitutive elements and the legislation pertaining to the RAS. The third chapter presents the Urgency and Emergency Care Network based on the legislation corresponding to the theme and how this network is structured in the municipality. The operation of the Urgency and Emergency Care Network in Ponta Grossa is analyzed, in order to understand the configuration of this network on site. From the categories chosen for the analysis, which are: Understanding the Health Care Network and the Urgency and Emergency Care Network; Attributes of a Health Care Network: Primary Care as a center of communication and formation of horizontal relationships between different points of care; The difficulties in the consolidation process of the Urgency and Emergency Care Network in Ponta Grossa, the conclusion is that the Urgency and Emergency Care Network in Ponta Grossa is configured according to the particularities and limits of the municipality, that is, the network is in the process of consolidation and, because of that, some challenges need to be overcome for network work to take place, such as: communication and understanding regarding Primary Care, reduction of overcrowding in medium and high complexity services and human Resources.
