Abstract
One way for the government to return the money collected from the population, from taxes, is through government transfers. In this work, the transfer analyzed is the Municipality Participation Fund (FPM), where the amount is transferred from the Federal Government to the Municipalities in an unrelated manner (without the need to return the amount to the Government), which allows the Municipalities to use such values in the best way and always aiming at development. From this, the objective of this work is to analyze the effect of the Municipality Participation Fund on the three basic variables that make up the HDI (income, health and education), for the 399 municipalities in the State of Paraná, from 2005 to 2016. For the research, an Exploration Analysis of Spatial Data was carried out, based on Moran's Univariate and Bivariate I; and the application of spatial econometric panel models (SEM), with the Ipardes Municipal Performance Index for education, health and income of the Municipalities as dependent variables. The method applied was the Generalized Moments Method in Spatial Data Panels, this method being chosen due to the presence of endogeneity in the FPM variable. As a result of the work, the Municipality Participation Fund had positive effects on IPDM Education, while on IPDM Health and in Income, its coefficients showed a negative sign. Although the Participation Fund shows a positive sign only in education, it can be seen that other policies, at the State level, have had positive effects both in education and in health, so that the FPM has an effect on the Socioeconomic Development of the State.
