O papel estratégico do centro de referência em saúde do trabalhador (cerest) macrorregional Campos Gerais do Paraná (2008-2016): dificuldades e superações na implementação de políticas públicas relativas à saúde do trabalhador

Abstract

The objective of this scientific investigation is the work of the Reference Center on Occupational Health (CEREST) Macroregional Campos Gerais of Paraná, in the health surveillance of the worker, due to the public health policies of the worker. CEREST has as its main attribution the dissemination of the specialized culture in worker health in its area of coverage. The complete implementation of these policies and their reflection on the workers' reality depends on the success of their actions. Certain factors and certain criteria in the implementation of the strategies of action can mean obstacles or advances in their performance. Thus, the present study sought to understand the performance of CEREST as an executor of public policies that guarantee the fundamental right to workers' health. With a qualitative approach, without neglecting quantitative aspects, the methodological procedures adopted focused on bibliographic research, documentary and field research, with an exploratory-descriptive study, using as instruments and research technique the interview, the questionnaire and follow-ups at meetings and Events promoted by CEREST. The results demonstrate the trajectory of CEREST, with setbacks and advances, pointing to the importance of CEREST practices in the health surveillance of the worker. Its performance occurs in a political and economic context in which it is not yet possible to fully implement the aforementioned policies. The difficulties experienced by professionals are evident, whose overcoming depends on political will and the constant struggle for the fundamental right to workers' health.
