Abstract

The madness was understood as an object to be treated by repression, aimed not only the crazy, but people in socio-economic vulnerability conditions, sometimes in a street situation, using social exclusion to sanitize society. The homeless, the beggar, the historically excluded by the condition of extreme poverty sharing the segregation fulfilled through the mental health during the years in which they were repressed for asylum lifelong treatment. In Brazil, after an extensive unequal history, marked by the social exclusion of a portion of the population in poverty and psychically sick, social reintegration policies were legislated. However, the crazy and the poor still experience social exclusion, which no longer occurs by enclosing more in asylum institutions lifelong. But it is reaffirmed by the marginality of the madman and the poor. The invisibility that are people psychically sick and in socio-economic vulnerability conditions, are currently experiencing, occurs in a historical form. What opposes access to rights as citizens, resulting in the social exclusion of a portion of the population sick and in poverty condition, keeping the margin of society. Against of such social scenario, this dissertation analyzes from the institutional discouse the relationship triad between the aggravation of psychic illness, the poverty condition, and the street situation of people who are attended by governmental and non-governmental institutions in the city of Ponta Grossa/PR. To reach the objective this study, were used of methodological procedures with a qualitative approach, starting from the bibliographic research, in sequence unsystematic observations, documentary research and semi-structured interviews with managers of seven institutions, which are: Center of Specialized Reference of Social Assistance for population in situation of street (CSRS SS), Psychosocial Attention Center (PAC II), Center for Psychosocial Care of Alcohol and Drugs (PAC AD), Home gives welcome, Ministry to live Best, and hospitals Emergency Room Municipal the Ponta Grossa, Integrated Center of health São Camilo. The results obtained evidenced a reality that still is used of the social exclusion of a part of the population, in vulnerable conditions, to carry out the social hygiene. The discourse of minorities fills the exclusionary reality of street people, sometimes psychically sick, who are no longer cloistered in the old asylums, but if they make society invisible. Faced the such reality, it becomes evident that minorities are still minorities, with latent public policies, subjected to poverty, to psychic illness, sometimes the street situation aggravated by every movement, every hygienist action of society as a whole.
