LEGISLAÇÃO URBANA NO INÍCIO DO SÉCULO XX EM PONTA GROSSA – PR: NORMATIZAÇÃO E RECLAMAÇÕES NO PROCESSO DE CONSTRUÇÃO DA CIDADE (1914 – 1925)

Abstract

With the accelerated process of urban growth that was configured in several Brazilian cities in the early twentieth century, urbanization and modernization were recurring themes among the concerns of the municipal authorities of that time. Numerous documents that express these concerns present themselves, today, as potential sources to understand social phenomena occurred that context, as the individualization of this space in bourgeois logic. This paper analyzes how the standardization efforts of municipal authorities, seeking to achieve precepts of sanitarism and modernization of urban space, were implanted in Ponta Grossa - PR from 1914. In this sense, we analyzed the Postures Code published by the City Hall in 1914 to understand how the government considered that the city should be organized. This document compiles laws and regulations referring to various activities developed in the urban space. Also addresses aspects relating to ways in which the population was expressed about the problems in the public space, especially in relation to improvements requests, through articles published in the newspaper Diário dos Campos during 1914. To analyze how the regulation proposed by the municipal authorities was effective in the private space, we studied architectural plans 1915-1925 approved for construction by Ponta Grossa Prefecture. At this point, we consider the expansion of capitalism and bourgeois logic as defining factors of ways of using urban spaces. This influence can be seen in the relations between changes in residential architecture and changes in appropriation of public and private, analyzed from architectural plans.
