Abstract
This Master's Dissertation aims to analyze the culture of peace as a guiding foundation of
PRONASCI II in the reduction of violence against women in Brazil. The study explores the
connections between public security, human rights, and public policies, focusing on the need
for an integrated and humanized approach to confront structural and gender-based violence,
especially femicide. The work covers the historical trajectory of PRONASCI, with special
attention to its second phase, linking it to the promotion of a culture of peace and its practical
application. The research is structured around three specific objectives: to explore the theory of
the culture of peace, highlighting its relevance in the context of violence against women and
public security; to study the relationship between PRONASCI and PRONASCI II and the
promotion of a culture of peace, including its integration with policies for the protection of
women; and to evaluate the actions of PRONASCI II aimed at reducing femicides, proposing
improvements and recommendations for the enhancement of public security policies based on
the research findings. Another highlighted issue is police violence against women, which also
contributes to the aggravation of this social problem. The methodology used combines
exploratory research of a bibliographic and documentary nature with the application of the
logical model as a tool to assess the effectiveness of the policies and propose advancements.
The results indicate that, although PRONASCI II and the culture of peace represent significant
progress, there are structural, cultural, and institutional challenges that hinder the effective
implementation of public security policies aimed at protecting women. The analysis emphasizes
the need for integration among different social actors—such as government, civil society, and
local communities—to enable the practical implementation of the established objectives. In
summary, it is concluded that strengthening the culture of peace is essential to transform social
structures and promote a more just and equitable environment for women in Brazil, reflected in
the reduction of femicide rates.
