Da forma ao conteúdo: as dimensões da Lei de Acesso à Informação no debate politico paranaense da Gazeta do Povo

Abstract

The research is a theoretical investigation about the dimensions of the Access to Information – LAI (In the Portuguese abbreviation) in the Gazeta do Povo journalism. The objective is to identify how LAI’s form and content appear in the news published on the newspaper’s online portal, between the years 2012 to 2018, corresponding to the six years of validity of the Law in Brazilian territory. In this sense, it is verified if the Gazeta do Povo promotes political debate through LAI, assuming the absence of this legal device as a source of information and the constant presence of institutional news, because it is a newspaper with an editorial line focused on politics region. In order to conceive journalistic processes and interfaces with the right to public information and citizenship, Gentilli (2005), Bobbio (1986) and Habermas (1997) provided theoretical foundations to discuss journalism as a social, political and democratic field. In relation to methodological contributions, content analysis (BARDIN, 1977) and documentary (LAVILLE, DIONNE, 1999) were used, with the agenda setting hypothesis (MCCOMBS, 2009) to identify the predominance of themes, frameworks and information flows that feed the media agenda. It is also presented the news values (TRAQUINA, 2005; SILVA, 2006) by means of thematic categories and typologies of sources (SCHMITZ, 2011), in the proposal to correlate the results with the perspectives of the initial LAI researches in Brazilian newspapers (GERALDES, SOUSA, 2013, Lopes, 2014), considering that the studies are still incipient in the academy, according to a bibliographical survey. Thus, in the universe of 85 news stories similarities and peculiarities of the Gazeta do Povo with the other regions, and the challenge of newspapers to produce news based on LAI and to reinvigorate the characteristics of journalism, because when the press comply with its social responsibility is put at the service of the public interest.
