Teletrabalho e gestão do Poder Judiciário Eleitoral: um estudo das boas práticas do TRE-MA em uma perspectiva comparada com o TRE-PR

Abstract

Since the so-called judicial reform initiated in 2004 with the approval of Constitutional Amendment No. 45, the Brazilian judiciary has sought to develop mechanisms for improving its managerial aspects by incorporating tools that enhance efficiency and reduce bureaucracy in judicial services. Within the context of the COVID-19 pandemic in Brazil, the Public Administration had to adapt to the changes that occurred in 2020, leading the courts to recognize the feasibility of effectively carrying out activities through remote work, adopting various tools to deliver services. Thus, this study aims to analyze the organizational management model of remote work implemented at the Regional Electoral Court of Maranhão (TRE/MA) from a comparative perspective with the model adopted by the Regional Electoral Court of Paraná (TRE/PR). The evaluation is based on the principle of administrative efficiency, particularly regarding increased productivity, cost reduction, and improved quality of life for employees. The specific objectives include analyzing administrative principles and the legal-administrative framework, examining the organizational structure of the regional courts under study, and identifying the particularities of their management models and their implications for service delivery to the community.Methodologically, this is an exploratory study with a qualitative approach, developed using the hypothetical-deductive method. Regarding data collection, the study follows a case study procedure, employing questionnaires and interviews. This approach allows for the identification of variables that influenced the adoption of the remote work model, the analysis of its legal implications, and the proposal of future studies for the development and implementation of remote work in the Electoral Judiciary.
