Abstract
Esta pesquisa investiga o acolhimento de estudantes surdos na rede regular de ensino, propondo como solução educacional um Guia Orientador. O objetivo geral foi desenvolver e validar um recurso educacional que auxilie gestores, professores e funcionários em práticas de acolhimento dos alunos surdos no processo de inclusão inicial no ensino regular. A fundamentação teórica articula os marcos legais vigentes, como a Lei nº 14.191/2021 e as recentes atualizações sobre a surdez unilateral (Lei nº 14.768/2023), dialogando com autores que discutem a pluralidade das identidades surdas e a pedagogia visual. Metodologicamente, o estudo caracteriza-se como uma Pesquisa Baseada em Design (PBD), estruturada em ciclos de diagnóstico, prototipação e validação. O percurso metodológico compreendeu três etapas: (1) levantamento bibliográfico e documental sobre acolhimento e cultura surda; (2) elaboração do guia orientador intitulado “Acolhimento de alunos com surdez: proposta de um guia orientador para a comunidade escolar”; e (3) validação do recurso educacional. Os resultados, obtidos por meio de questionários e validados por 16 profissionais da educação de Chopinzinho/PR, demonstram que o guia pode promover maior segurança comunicativa e pedagógica. Conclui-se que o Guia se configura como um instrumento de mediação para a efetivação da Educação Bilíngue no cotidiano escolar e para a sistematização de processos de acolhimento dos alunos surdos nas redes municipais de ensino.
This research investigates the reception of deaf students in the regular school system, proposing a Guidance Guide as an educational solution. The general objective was to develop and validate an educational resource to assist managers, teachers, and staff in reception practices for deaf students during the initial inclusion process in mainstream education. The theoretical framework articulates current legal milestones, such as Law No. 14,191/2021 and recent updates on unilateral deafness (Law No. 14,768/2023), engaging with authors who discuss the plurality of deaf identities and visual pedagogy. Methodologically, the study is characterized as Design-Based Research (DBR), structured in cycles of diagnosis, prototyping, and validation. The methodological path comprised three stages: (1) a bibliographic and documentary survey on reception and deaf culture; (2) the elaboration of the guidance guide titled “Reception of students with deafness: a proposal for a guidance guide for the school community”; and (3) the validation of the educational resource. The results, obtained through questionnaires and validated by 16 education professionals from Chopinzinho/PR, demonstrate that the guide can promote greater communicative and pedagogical security. It is concluded that the Guide constitutes a mediation instrument for the effectiveness of Bilingual Education in everyday school life and for the systematization of reception processes for deaf students in municipal education networks.
