Abstract
This thesis investigates the role of sport and leisure in socio-educational measures in
an open environment, with an emphasis on Supervised Freedom (LA) and Community
Service (PSC), in the city of Ponta Grossa/PR. The research is motivated by the gap
in the literature on the application of sport and leisure in these measures, which are
often neglected in comparison to socio-educational measures in closed regimes. The
study is based on Marchi Junior's (2015) 5 E's Analytical Model, which organizes sport
into five interconnected dimensions - Emotion, Aesthetics, Ethics, Spectacle - with the
Educational dimension being the axis that articulates all the others. In addition, the
work of Norbert Elias and Eric Dunning contributes to understanding sport and leisure
as configurational elements that act in the control of emotions and in the civilization of
behaviors. In this context, collective activities gain relevance as they promote the
development of social skills, which are fundamental for social competence and the
construction of healthy relationships, as highlighted by Del Prette and Del Prette. Serge
Moscovici's Theory of Social Representations and Celso Pereira de Sá's social
memory explore the way in which sport and leisure are brought to memory and
represented by professionals and adolescents in the socio-educational system. The
main objective is to understand the social representations and memories of
professionals and adolescents involved in socio-educational measures in an open
environment, relating them to the intersectorality between public policies on sport,
education, health and social assistance. To this end, semi-structured interviews were
conducted with professionals from CREAS, CAPSij, CEEBJA, Community School
Patrol, Sports Department and a professional from the Children and Youth Court, in
addition to documentary analysis, using theoretical and data triangulation
methodologies. The analysis of the Collective Subject Discourse (DSC) and the
Similitude Analysis tools with the Iramuteq software allowed us to identify the main
difficulties and opportunities in the implementation of sports and leisure activities within
these measures. The results indicate that, although sport and leisure are widely
recognized as tools for inclusion and resocialization, their effective inclusion in socio-
educational measures in open environments faces significant obstacles, especially the
lack of coordination between sectors and the scarcity of resources. Integration
between areas such as education, health, social assistance and sport is essential to
promote the integral development of adolescents, but the study highlights recurring
failures in this articulation, resulting in gaps in the provision of practical activities. In
conclusion, the Interactive Dynamics of Social Practices (DIPS) reinforces that
interactivity, dynamism and reciprocity are fundamental for the effectiveness of the
measures. In this sense, it is essential to strengthen intersectoral dialogue and improve
public policies aimed at sport and leisure, as guided by SINASE and ECA. More than
guaranteed rights, these practices represent concrete means of social transformation,
contributing to the construction of identities, the formation of social memories and the
expansion of possibilities for social inclusion of adolescents in conflict with the law.
