Abstract
Violence against women is considered one of the most severe forms of human rights violations
due to the different implications it can have for victims. However, of the various forms of
violence now recognized by law, those manifested in the domestic and family environment are
more complex because they tend to occur in the form of repetitive cycles, as well as because
they are related to risk factors that make it difficult for the victim to recognize them and the
consequent search for their breakup. In these cases, it is common to identify the presence of
intersectional themes that intensify the problem. And, more recently, a pandemic scenario
caused by COVID-19 enters this reality, making the lives of women already subject to the
expressions of physical, psychological, moral, sexual and patrimonial violence, confined to
their homes, even more vulnerable. In this context, it is essential to develop a public policy that
is attentive to the fight against violence against women, which acts in an intersectoral manner,
aiming at the protection of those who appear as victims and the accountability of the respective
violating agent. Considering that the judicialization of cases is usually, for the most part, the
path adopted to break the cycles of violence, this thesis aims to analyze the performance of the
comarc justice system of the district of Ponta Grossa/PR in the emergency protective measures
proceedings judicialized between 2019 and 2021, with regard to the intersectoriality
recommended in the National Policy to Combat Violence against Women. The case study of
this municipality enabled a detailed look at the development of public policy in dialogue
between sectors, unveiling weaknesses and potentialities in its practice. Thus, the thesis was
divided into six chapters: in the first, there is a historical-conceptual and normative rescue,
which characterizes the advances in the recognition of violence against women as a problem of
the State and an object of public policies. In the second chapter, the qualitative approach is
outlined and, based on the dialectical historical method, the step-by-step of the study developed
here is demonstrated, including the recognition of the research universe. The third chapter
delves into field research, contextualizing domestic and family violence against women in
macro and microregional data, including the particularities of the COVID-19 pandemic period.
In the fourth chapter, domestic and family violence against women is discussed from the
perspective of human rights and from the perspective of women in situations of violence, while
the fifth chapter allows this discussion from the perspective of managers and professionals in
the area. Finally, in the last chapter, synthesizing the data collected and having as reference the
sensitive look at the evaluation and improvement of public policies, possible paths were
indicated for the implementation of an intersectoral workflow between the justice system and
the public policies of Ponta Grossa/PR that can be replicated in other realities. In short, the
result is the proof of the thesis that intersectoriality is necessary, but insufficient for the effective
confrontation of violence against women, and it is necessary to build interventions that sensitize
the subjects to the problem so that the Network meets the demands presented to them.
