Abstract
This work analyzes a public policy in the area of the youth labor market in Brazil, in the
period between 2014 and 2018 called the Young Apprentice Program. Thus, the objective of
this research was to evaluate the effectiveness of a public policy through programs and
projects to generate employment and income in Brazilian society in the period between 2014
and 2018. More specifically, check the impact of the Jovem Aprendiz program on the income
of young people in the period between 2014 and 2018; estimate, according to observable
characteristics, the probability of the young person participating or not in the program;
compare young people who participated and did not participate in the young apprentice
program according to observable characteristics, in addition to contributing to the literature on
the evaluation of public policies. To assess the impact of this program, data from the Annual
Social Information List (RAIS) was analyzed using the Propensity Score Matching method.
The results found show the average effect of the treatment on those treated. It was done using
Propensity Score Matching (PSM) based on microdata from RAIS from 2014 to 2018, where
they were separated into young people who participated in the young apprentice program and
those who did not participate. . . The research showed that young people who participated in
the young apprentice program had, on average, earnings of R$3.14325 less per month than a
young person in the control group, who did not participate in the young apprentice program.
