O Programa Nacional das Escolas Cívico-Militares: militarizar para moralizar, uma análise de conjuntura sobre a criação do PECIM

Abstract

The Programa Nacional das Escolas Cívico-Militares (PECIM) was developed by the Brazilian Ministry of Education and by the Ministry of Defence and Armed Forces as a result of the Decreto no10.004, from 2019, which aimed at establishing a new teaching and learning process in general elementary and secondary Brazilian public schools. This research presents a Conjuncture Analysis about the PECIM creation, in order to form a rhizome about this historical phenomenon, embracing everything from the beginning to the end of it, while conveying its roots in Brazilian militarism. The proposed Conjuncture Analysis is based on Alves (2008) and Souza (1996), expressed by the rhizomatic perspective concept, from Deleuze & Guattari (1995). As a result, it was verified that the PECIM creation as public policy is established as an opportunity generated by the current situation, biased by moral conceptions of a militaristic heritage, showing itself as a Government policy and not a State policy, considering that its demands, implementation, acceptance and structure of educational principles are not aligned with previously validated critical theories. Therefore, PECIM was characterized as a project that aimed only to please supporters and voters of the government wich designed it.
