Processo inclusivo na rede municipal de ensino de Porto Alegre: desafios e possibilidades do Atendimento Educacional Especializado (AEE) na Sala de Integração e Recursos (SIR)

Abstract

This work is linked to PROFEI Research Line I - Special Education from the Perspective of Inclusive Education and is developed through bibliographic and documentary research, including the study of quantitative indicators extracted from the School Information System (SIE) in February 2026, analyzing the trajectory of Special Education in the Municipal Education Network of Porto Alegre from the implementation of the Integration and Resource Room (SIR) in 1994. This procedure involves the reading and critical analysis of official documents, scientific articles, legislation, system reports and grey literature, such as theses and dissertations accessed from digital resources and also printed records available in the school environment. In this context, the research theme "Inclusive Process in the Municipal Education Network of Porto Alegre: Challenges and Possibilities of Specialized Educational Services (AEE) in the Integration and Resource Room (SIR)" emerges and as a research problem, “What is the importance of collaborative educational planning for the success of inclusive education in the Municipal Education Network of Porto Alegre?”. The overall objective of this research is to analyze the trajectory of Special Education in the Municipal Education Network of Porto Alegre and the development of the inclusive process through the implementation of the Integration and Resource Room (SIR). The argument presented suggests that collaborative educational planning can significantly contribute to offering the best possible conditions for accessibility, retention, and quality learning for students with Special Educational Needs (SEN). Furthermore, this approach results in a more effective adaptation of the school environment to the individual needs of the student, promoting their inclusion and cognitive, social, and emotional development in a more appropriate way. From this perspective, school inclusion is strengthened through networking and partnership with the technicians and inclusive education agents of Brazilian Association for Education, Health and Social Assistance (ABESS) within the scope of the Incluir Mais POA Program. Finally, the results obtained from the analysis of the research data are presented in a teaching guide called "Memorial of the Integration and Resources Room (SIR): 30 Years of History in the Municipal Education Network of Porto Alegre," which represents the central axis of practical contribution of this service as a tool that demonstrates the inclusive process built in our city and provides education professionals, students, families, and others interested in the theme of inclusive education with information about the trajectory followed by the Porto Alegre Municipal Education Network in this pedagogical proposal.
