Abstract

This paper aims to identify the social representations of street level bureaucrats of the Escola da Bola project of the year 2019, of the Municipal Sports Department (SMESP) on public policies for sport and leisure. To achieve the objective, a literature review is presented on the concepts that permeate social representations, street level bureaucrats (BNR), factors that influence their discretion, public policies, sport and leisure. Subsequently, the SMESP is characterized and the ball school project (PEB) stands out as a public policy for sport and leisure (PPEL). The study was developed from an interdisciplinary perspective, with qualitative and exploratory characteristics. For data collection, interviews were conducted with eleven BNR, all linked to SMESP. The interview was conducted remotely (ten BNR) and in person (one BNR), and consisted of two moments: semi-structured interview and free word association technique (TALP). For data analysis, we chose to use the assumptions of Content Analysis and the help of the Iramuteq software. To present the results, seven classes that stood out from the descending hierarchical classification analysis of the interviews were used, and finally, the prototypical analysis was used for the TALP on "sport", "leisure" and "public policies of sport and leisure ” articulated with the word clouds. Results: it was evident that the BNR have their discretion in the daily life of the PEB, evidencing a social representation of the PEB based on the understanding that children should receive activities aimed at sports manifestations of participation, training and education due to the excessive number of children and adolescents in PEB, and for the social issues of the same, leaving aside the performance sport. On the other hand, it is evident that the BNR do not have regular face-toface meetings with its coordinator, but communication between the BNR takes place through media channels, such as WhatsApp, with an exchange of information between the BNR that gives meaning to the actions. It should be clarified that few meetings with the coordinator, that is, the institutional factor does not influence the discretion of the BNR, however the individual and relational factors are what influence the discretion of the BNR, giving meaning to the social representations of the BNR. Social representations from the perspective of the structural approach on the inducing terms for sport have as its central core "Health" and "Opportunity" and as a peripheral system "Discipline", the inducing term leisure has as its central core "Rest", "Peace", "Family", "Relaxation" and "Joy" and as a peripheral system to "Fun", "Play", "Relaxation", "Laughing", "Games" and "Happiness", there is a consensus between the BNR on Leisure, finally a term inducing public policies for sport and leisure, presents as its central core the “Obligation” and as a peripheral system “Politics”, “Investment”, “Competition” and “Leisure”. Final considerations: with the study it was possible to identify that the BNR have a social representation about the PEB, that the factors that influence their discretion are individual/personal and relational factors and consequently impact the social representations of the BNR, the lack of financial resources and the excessive number of children and adolescents was the big problem brought by the BNR. And for further reflection and research is the challenge of understanding the social representations of all BNR of SMESP's projects, events and actions.
