Abstract

This research is about Paraná’s state innovation public policy, with the arrival of its Science, Technology, and Innovation Legal Framework, its objective is to evaluate the quality of the construction process for this regulatory framework, using the new institutional economics and sociological institutionalism as instruments. The approach is mixed, qualitative and quantitative, with deductive research method and exploratory and descriptive character, including state-of-the-art innovation policies according to the neoinstitutionalisms literature, in conjunction with semistructured interviews from participants that were involved in the draft, discussion, and approval process of the new legislative framework and content analysis of innovation events organized in the period through a word cloud software. For this purpose, it starts by reviewing the literature on neoinstitutionalism used in different areas of knowledge, covering recent works that discuss innovation policies from these perspectives, and presenting contemporary models of innovation. It then moves to an examination of Brazilian and Paraná’s state innovation ecosystems, describing the actors that makeup Paraná’s State Innovation System as defined by the new legal framework. Lastly, it employs the new institutional economics to make partial diagnoses of the efficiency of structuring innovation policy and sociological neoinstitutionalism to observe the stages of implementation over the changes contained in the framework within the state universities, as well as classifying the demands of each propeller. It concludes with a comparison between these demands and the sanctioned legislation. The research shows that during the preparation of the regulatory framework, most of the demands were met by those involved, even though it was undermined by the contradiction of implementing an innovation policy in which the State takes an active role in an environment of budget restriction and some of the stakeholders expect to reduce their organizational structures.
