Abstract

The Thesis presents the analysis of the actions and effects of the territorial intervention process related to rural territorial development policies in the Center South of Paraná, with an emphasis on family farming. The objective is to present and discuss the results generated by public policies for rural territorial development through the National Program for Sustainable Development of Rural Territories - PRONAT in the Central South Territory of Paraná, in family farming, through an inventory of PRONAT and its territorialization, evaluating territorial infrastructure projects, which allowed inferences about social management for productive inclusion. The spatial section covers the Central South Territory of Paraná and the temporal section encompasses DTR policies through PRONAT, more specifically through the projects implemented by PROINF during the period from 2003 to 2015, which was extinguished in 2016. The research has a qualitative character and was carried out through interviews, observations, documentary and bibliographic analysis, being relevant for the basis of future studies and preparation of materials, generating theoretical and methodological subsidies on knowledge in relation to rural territorial development, family farming and delimitation of territories as a development strategy. The projects approved by the Management Council were within the proposals established by the PDTRS and within the goals established by the MDA, but did not expand the desired participatory management. It should be noted that there were still projects approved through parliamentary amendments directly to each municipality. The MDA's role in land regularization was also only possible with the support of labor provided by the city halls, as bureaucratic problems were faced by the projects that were supposed to hire them. Projects related to fruit growing, and the production of agroecological and processed foods to meet the government's purchasing niche market, were strongly encouraged and supported within the Territory as an alternative for farmers who grow tobacco, but the cultivation of tobacco tobacco is strong and rooted within the Territory's municipalities and no decrease in production has been observed. Fruit cultivation showed an increase in production on properties with more than 50 feet. PRONAT's experience was very enriching when it comes to rural development, and one of the most complete, as it had social strengthening and participation as its objective, as well as its own budgetary allocation, through PROINF, allowing the approval and installation of projects by the Council Territory Manager, being a basis for new programs within a future new progressive government. However, it is of great importance to obtain support in laws, so that policies are not abruptly terminated and all benefits achieved lost. During the PRONAT analysis period, it appears that this innovative project in its practices and applications, is characterized more as a pilot project, and that despite all the publicity and participatory fundraising, in terms of allocation of funds they were too low to leverage the initial proposals.
