O acesso ao Sistema de Proteção Social pelas refugiadas residentes na Região dos Campos Gerais, no Estado do Paraná

Abstract

This article aims to analyze the admission of refugees who live in the Campos Gerais area in the state of Paraná, Brazil, to the social protection services. It’s an interdisciplinary and qualitative research with exploratory and descriptive dispositions. As methodological tools, we chose the documental, bibliographical and field researches - the latter one being done through semi-structured interviews. We define the research subjects as the refugees who live in the Campos Gerais area, in the state of Paraná, in the cities of Castro and Ponta Grossa. The subjects were chosen from a documentary research which was carried out with the Catholic organization Cáritas. This thesis is organized into four chapters. The first one aimed to comprehend the legal terms, as well as the conceptual and humanitarian terms, when it comes to refugees - in terms of national and international legislation. The second chapter analyzes the intersectional relation between gender and refuge, speaking of the human selectivity of refugees in the globalized world. The third chapter aimed to discuss social protection as an instrument for reducing vulnerabilities and social risks. Chapter four analyzes the access of refugees to the social protection system in the Campos Gerais area, in the state of Paraná. The data analysis was carried out from the identified categories: refuge, gender, social protection and local integration. We found out that refugees are not effectively integrated into the system, once they do not have adequate access to health matters,education, social assistance, social security and work. Thus, we defend the necessityto articulate public policies for a fair treatment of these women and the actualre cognition of their particularities, in order to provide them an effective entry to the local social protection system.
