Abstract

The present work promotes an evaluation of the scope of the Emergency Aid Program as a promoter of development as an expansion of freedoms, being an instrument of theoretical and statistical metrics of the social program. The background of the analysis will be the color/race social asymmetry between the white population and the non-white population, composed of blacks, browns and indigenous people. The work is summarized in two methodological steps, the first will be a literature review of the concept of development and the second will consist of a statistical analysis of the scope of the PAE. The main objective is to contribute to research in the field of social programs and public policies
