Abstract
This study provides an overview of affirmative action initiatives in Brazil, with a focus
on reserved seat policies in the public State universities of Paraná. The research
specifically delves into the implementation and effectiveness of racial quotas for the
inclusion of Black individuals in postgraduate programs at the State University of
Ponta Grossa (UEPG) from 2016 to 2022. The overarching objective of the
research, grounded in the perspective of Marx's Historical- Dialectical Materialism, is
to analyze, based on implemented affirmative actions, the limitations and
possibilities for the presence of Black individuals in postgraduate programs at
UEPG. Consequently, the study seeks to identify institutional initiatives for
implementing affirmative actions in Brazilian higher education institutions and
investigate the presence of quota policies in State public universities in Paraná,
examining how UEPG ensures access and retention of Black individuals in
postgraduate courses. Through bibliographical and documentary research, relying
on secondary sources and a qualitative data approach, the investigation revealed
that there are initiatives making efforts to enhance and expand quota policies at
UEPG. However, these efforts remain limited and isolated. These policies also
exhibit specificities indicating the absence of joint and systematic actions within the
academic community to promote affirmative actions in postgraduate education.
