Abstract

This research has as study object the teacher activity hour ensured by the federal law number 11.738/2008, so called National Professional Minimum Wage Level (PSPN in its Portuguese acronym), one of the main teacher appreciation policies. It starts with the problem: What elements facilitate or hinder the fulfillment of the activity hour by teacher of the municipal networks in Irati-Paraná microregion, according to the National Professional Minimum Wage Level (PSPN)? Thereupon, the main objective is: Analyzing how the teacher activity hour of teacher of the municipal networks in Irati- PR microregion is fulfilled, considering the law number 11.738/2008. Based on this objective, the following specific objectives were established: a) Surveying career plans of teacher of the municipal networks in Irati-PR microregion within the national debate on teacher appreciation context; b) Identifying whether the National Professional Minimum Wage Level is fulfilled regarding the activity hour; c) Problematizing the activity hour as one of the elements of working conditions of teacher of the municipal networks in Irati-PR microregion; and d) Dialoguing with union representatives of Irati-PR microregion on the elements which compose the teacher appreciation, union performance and category membership. The research clipping is the municipal network of IratiPR microregion, which is composed by Irati, Rio Azul, Rebouças and Mallet. The research theoretical-methodological conception is based on the historical and dialectical materialism with qualitative-quantitative approach, considering elements which determine teaching work condition. Method categories were explored, so-called: praxis, totality, contradiction and mediation, and the categories of the study object were explored as well, namely: activity hour, teaching work conditions, statutes, and career plans, working day, Law number 11.738/2008 – Minimum wage law and teaching appreciation policies. The text discourse on the method based on Karl Marx and with contributions by authors such as José Paulo Netto, Ivo Tonet and Gaudêncio Frigotto. Bibliographical and documental research was developed, complemented by semi structured interviews. The interviews were carried out with secretaries of municipal education of Irati-PR microregion and local union representatives from Irati and Rebouças, and representatives of the APP – Union Nucleus of Irati and União da Vitória. The main documental sources used were the Law number 11.738/2008, Legal Recommendation CNE/CEB nº 18/2012, Positions, Careers and Remuneration Plans (PCCR), National Education Plan (PNE – 2014-2024) and Reports of Goal Monitoring Cycles of PNE. Through theoretical discussions and surveyed data analyzed was possible verify that municipalities involved in the research does not fulfill integrally the PSPN law regarding the activity hour, and information contained in the municipal laws on the Positions, Careers and Remuneration Plans about ensuring the activity hour are different from the reality. Difficult of interpretation of the Law number 11.738/2008 was also observed in municipal teaching network regarding the 1/3 calculation of working day for the activity hour. With union representatives was possible identify low participation rate of teaching category in unions, and shortage of affiliates mobilization, when claims movements are established.
