Há democracia no "Chão da Fábrica" da socioeducação ? Das contradições às (im)possibilidades no Estado do Paraná.

Abstract

The dissertation entitled, “Is there Democracy on the Factory Floor of the Socioeducation Centers? From the contradictions to the (im) possibilities in the State of Paraná” aims to analyze the democratic aspects of the management of socialeducation in the context of the execution of measures of deprivation of liberty of adolescents in the State of Paraná. The present reflection will take as a temporal reference, since the year 2014, when the management of socioeducation became the responsibility of the State Department of Justice, Family and Work. The research theme was born from my professional experience and considering that there is little theoretical production produced on the subject by academia, the study may contribute to the qualification of the socioeducational work as well as to the production of knowledge about it. This is an exploratory research that has as its phases the bibliographic, documental and field research. The research universe will be made up of deprived liberty units in the region of Curitiba, metropolitan region and Ponta Grossa, selected by stratified sample. We delimited the sample to units with a capacity of fifty vacancies or more, totaling four units. The research subjects will be the director or vicedirector, a socio-educational security agent to represent the security team, a professional adolescent reference agent to represent the technical team, also selected by stratified sample. The professional with the longest period of service in the function was chosen, as well as an adolescent interned in the unit and a family member of an adolescent interned in the unit, selected by stratified sample, being chosen the adolescent and the adolescent”s family member with the longest period of stay in the unit. The participation of all was voluntary. The collection instruments were semistructured interviews and the analysis method used was content analysis. The results indicated that the existing democracy in the socioeducational system is elitist, centralized in the figure of the manager, without parameters that could guarantee the participation of the adolescents, families, external partners, as well as the different teams that make up the unit. With the results of this study, we intend to present the main instruments and democratic spaces of the management of the juvenile detention units in the region of Curitiba, the metropolitan region and Ponta Grossa from the year 2014.
