Abstract
This research aims to analyze whether the foundations of extension projects of Public Universities of Paraná are aligned with the principles of promoting the inclusion and integration of immigrants, focused on social rights, guaranteed in the new Brazilian Migration Law. For the purposes of this research, the observation of university extension projects that were formulated to provide assistance to immigrants was chosen. The specific objectives of the research are: to identify which public institutions of higher education in Paraná have extension projects whose target audience is immigrants; verify how the extension projects are structured; analyze whether the projects are in line with the principles of the new Migration Law (or the old Foreigners' Statute); and investigate whether existing extension projects are related to some extent with the formulation and execution of local public policies aimed at immigrants. Thus, the purpose of this research is to be exploratory and qualitative, using the case study (multiple case study), with an interdisciplinary approach of a socio-juridical nature. As research instruments/techniques, indirect documentation was used, with bibliographic research/review, and documental research, with project documents made available by the coordinators. 12 remote interviews were also carried out and 2 questionnaires were applied (pre-test) with the coordination of each extension project. Two immigrants were also interviewed as potential audiences for the projects. In total, 31 specific extension projects for immigrants were located; of these, 27 were effectively analyzed. The collected material was read, coded and interpreted, according to Bardin's content analysis methodology. As a result, it was found that the projects aim to promote immigrants' access to social rights, to some extent, and that they are aligned with the principles of the new migration law. The right to education is the most promoted, highlighting the promotion of linguistic inclusion through the teaching of portuguese. Access to information and the need for guidance also gained prominence in the results, either as a right promoted or as an important demand to be improved. It was concluded that the projects seek partnerships with civil or state institutions, in order to provide better care; but that this obligation belongs to the State, with complementary extension actions to implement public policies. Thus, it is reaffirmed the importance of this research in the study of migration, social inclusion, and guarantee of fundamental rights and citizenship to the categories of "immigrants" and "refugees" who settle in Brazil, and who collaborate for the development of the State as Right Democracy.
