Das violências domésticas e familiares ao feminicídio: a percepção dos profissionais que atuam nas políticas públicas de enfrentamento às violências contra as mulheres em Ponta Grossa/PR, de 2017 a 2018.

Abstract

The violence against women is an affront to human rights, and it is a complex problem that requires articulated actions in the three government spheres to address these demands. Among these actions, public policies stand out. The main actors responsible for most of the assistance to the victims of these violence are, mainly, the professionals of the bodies that promote the policies of confrontation. Thus, this dissertation aims to analyze the perceptions of professionals who work on public policies to confront domestic and family violence against women and feminicides in the municipality of Ponta Grossa - PR, in the years 2017 and 2018. To this end, the socio-historical determinants of violence against women are brought to light in the patriarchal gender order; violence and feminicide are conceptualized; legislation and guidelines on the protection of women victims of domestic and family violence and feminicide are discussed; human rights, the State and public policies for confronting domestic and family violence are reflected; and the referrals made by professionals in the protection network to assist women victims of domestic and family violence in the municipality are mapped. The theoretical approach adopted is historical, critical and dialectical. The scientific journey was carried out through exploratory and descriptive research, with quali-quantitative character, which involved the methodological procedures of bibliographical research, documental and semi-structured interviews, holding as universe the organs that attend demands of violence against women in the municipality; therefore, the subjects of the research were the agents, professionals and representatives of these organs that give attendance to the victims of the crimes and/or hold link with the public policies of confrontation; the interviews were reproduced and systematized by the analysis of content. The construction of the research was built in three chapters that cross the pillars of the patriarchal order of gender, the social relations of sex and the system of domination against women (first chapter); the strategies of confrontation to the violence in view of gender violence against women (second chapter) and the domestic and familiar violence and feminicides in Ponta Grossa - PR (third chapter). It is clear from the research that the municipality of Ponta Grossa - PR is constituted by a network of integrated and multidisciplinary confrontation composed of health, public security, social assistance, judiciary and class entities; however, the greatest fragility is in the intersectoriality, that is, in the articulation and interconnection of this network.
