Ações regulamentadas do poder público municipal direcionadas aos catadores de materiais recicláveis na região dos Campos Gerais - Paraná

Abstract

The objective of this research was to analyze the initiatives provided by the National Policy of Solid Waste by the municipal government aimed at the collectors of recyclable materials from 2010 to 2017, with a view to citizenship in the region of Campos Gerais - Paraná. The methodological approach corresponds to a qualitative and exploratory research, using bibliographic and documentary research. To obtain the data was sent via Google Platform a form for twelve municipalities, from which we obtained return of eight, which are: Jaguariaíva, Carambeí, Piraí do Sul, Amazon Port, Ivaí, Castro, Tibagi and Ponta Grossa. The research sample consists of those directly responsible for the actions that were identified in these municipalities. The work is structured in three parts, the first discusses citizenship from the classical Western logic and linking it to the defense of a new citizenship, the one with an environmental focus. In the second part, the debate revolves around the relationship between citizenship and public policies, with a view to environmental policy in Brazil, providing elements for the contextualization of waste pickers in Brazil. The third part brings the categories of analysis for reading the data obtained, therefore, we organized as follows: 1) an overview of the actions of the government directed to waste pickers; 2) the municipal legal apparatus and its relation to the National Solid Waste Policy; and 3) municipal public management and waste pickers: a look at. We consider, from the results obtained, that the municipalities have difficulty in relating their actions to what is foreseen in the National Policy of Solid Waste, both from the normative bias as the legislations found, both from the perspective of those that are not developed from of legislations. It is possible to notice the contradiction of the information provided regarding the recycling production chain, emphasizing the role of private companies, which directly contradicts the provisions of the National Policy on Solid Waste. In addition, we found actions that should be recognized and encouraged, such as capacity building, infrastructure costing for waste pickers and the provision of personal protective equipment. However, we problematize the perspective of municipal public managers on the role played by waste pickers, which remains on the threshold of law and exclusion, and as such, there is not enough clarity about the classic dimensions of citizenship and therefore lack elements to the debate, of a new citizenship with a view to the environmental condition.
