Abstract

The Federal Law nº 9433/1997 instituted the National Water Resources Policy and created the National Water Resources Management System—SINGREH (abbreviation in Portuguese). The policy for Water Resources Management is established by objectives, fundamentals or principles, guidelines, management instruments, legislation, and institutions. With the implementation of the Federal Law nº 12726/1999 in Paraná, it was possible to create state collegiate bodies. The Watershed Committee and the Tibagi River Watershed Executive Agency (Paraná), as operation bodies, need to be able to exercise the attributions of legislation and ensure that shared, tripartite, participatory and decentralized management is implemented. The representation in these colleges needs effectiveness, and it happens only with representativeness. The Tibagi River Watershed Committee, created through State Decree nº 5790/2002, must implement the policy in a decentralized and shared manner, with the tripartite participation of Public Power segments, Users and Civil Society, in Tibagi River Watershed space. It is questioned ‘how’ the formal representation of the integral members, can generate the effectiveness of the representativeness of the tripartite segments preached in law? The hypothesis is that in the Tibagi River Watershed Committee, the tripartite representation process does not happen because the representation construction form is based on and by the user-centered discourses state ideologies. Thus, we intend to understand how the effects of a representation sense and representativeness in the discourses of the members and particularly of Civil Society are given. In order to do so, we describe the place that subjects occupy in the discourse and the conditions of production of their say, analyze the meaning effects that shared tripartite management enables the members of the Committee, and interpret discursively the statements of the institution's members about participation, shared management and decentralization. The methodology selected for the analysis of interviews, minutes and documents is the Discourse Analysis developed by Michel Pêcheux, focusing mainly on the concepts of Discursive Formation (DF), Ideological Formation (IF) and silencings that support the saying in certain production conditions. The choice of the archive corpus, through the analysis of the documents produced in the Committee, and the experimental corpus, through interviews with the members, made it possible to conclude that in the Tibagi River Watershed Committee (Paraná), the choice of representation does not result in the representativeness of the segments in a tripartite form. The 'how' members enunciate discursively, demonstrates that there is an identification with the Discursive and ideological Formation centralized in the juridical-bureaucratichierarchical-technocratic State power and does not internalize the participation of Civil Society in the management of water resources in a systemic way.
