Limites e possibilidades da gestão escolar democrática em escolas públicas municipais de Ponta Grossa/PR

Abstract

This research is based on perceptions about democratic management and its implications on the work of school managers in the municipality of Ponta Grossa. The reflections on democratic management present in this research have the general objective of analyzing the way in which democratic management guides actions in the Municipal Schools of Ponta Grossa. And more specifically to understand how the principle of democratic management is effective within the school units; to know the democratic management practices that occur in municipal schools, reported by managers and community members; understand the legislation that supports democratic management in the municipality of Ponta Grossa. We seek to understand management in the face of the following problem: how do school managers understand the principle of democratic management in public schools? What are the most used strategies for the effectiveness of democratic management, according to the research subjects? In the current social and political context, are there possibilities for implementing democratic management in an emancipatory perspective? The theoretical reference that underlies this research is the Historical and Dialectical Materialism, for allowing the understanding of the reality about the limits and possibilities of the Democratic School Management in the Municipal Public Schools of Ponta Grossa. In the first chapter, discussions are presented about management and democratic management in education and at school; in the second chapter, the paths taken to carry out the investigation are presented, that is, a bibliographical survey, to deepen the object of study and identify possible gaps in already completed research, in addition to a brief discussion on the epistemological framework that supports the analyzes to be carried out; in the third chapter, the ethical assumptions for carrying out the research and the analysis of the data obtained in five municipal schools, as authorized by the public authorities, are presented. As a result, there are some limits to the exercise of democracy in schools in Ponta Grossa, whether due to the lack of autonomy or the need for more in-depth training; as well as the possibility of the manager acting for the democratic exercise of his function, through practices reported by managers, and that favor the democratic exercise of management.
