Políticas públicas em esportes e lazer: o caso da secretaria municipal de esportes e recreação de Ponta Grossa – Paraná

Abstract

This work proposes to analyze the implementation of the Municipal Sports and Recreation Department in Ponta Grossa, interpreting the participation of civil society in the process, and analyze the socio-political relations developed in action and public policy defined for the project study. All study will reference the concepts of Gramsci as Civil Society, State and Hegemony, which will support the socio-political analysis of the process. The main hypothesis is that there were no opportunities for participation by the civil society and the project was developed entirely in the higher political spheres of Municipal and State governments. The methodology used is the documentary research, informal interviews, semi-structured and treatment of interviews with individuals involved in sports during the study period. The interpretations, the interviews will be conducted through the Collective Subject Discourse method. This study is supported by the qualitative method as a way to supplement their analysis. The presented result confirms the hypothesis, the civil society as the sphere of participation and search for hegemony , had no opportunity to participate in the elaboration and implementation of public policies that guided the creation of this Municipal Department .
