Abstract
The problem statement of this thesis consists in verifying the existence of public policies aimed to prevent suicide within the framework of the Brazilian State, considering Brazil’s engagement in the OMS 2013-2020 Mental Health Action Plan to reduce suicide rates in the country to at least 10% by the year of 2020. Additionally, this work intends to analyze the level of implementation of such policies, including the external actors to the State that are involved in this process. In this regard, this study presents, as its general objective, the identification of the existence and implementation of national public preventive policies, seeking to identify them through the analysis of the three spheres of the federation, as well as the current role played, in this aspect, by organized segments of civil society. The thesis put forward is that the Brazilian State has failed to implement public policies preventing suicide, relegating its responsibilities to organized segments of civil society, which leads to the emergence of entities that end up playing the empty role left by the State for the last years, as in the case of the CVV – “Centro de Valorização da Vida” (Suicide Prevention Centre). The approach applied consists mainly of a quantitativequalitative, investigatory and descriptive study conducted in light of a logical and deductive scientific method. The exploratory research was conducted through the study of bibliographical survey, as well as an indirect document search of the Brazilian Digital Library. The descriptive study was developed through researches in the Mortality Information System (SIM – DATASUS), the Computer Department of SUS and the Brazilian Institute for Geography and Statistics (IBGE). Furthermore, in order to build an empirical research, surveys and semi-structured interviews were applied as tools for data collection to public administrators and volunteers in the third sector. The findings of this research indicates the presence of the suicide issue in the Brazilian State political agenda, although its implementation has not been carried out by a national prevention plan. In the face of such an omission scenario, some organized segments of civil society took up the central role of the State in the supply of such public services, redesigning the philanthropic process of healthcare provisions
