Enfrentamento da Covid-19 no sistema prisional do município de Ponta Grossa, PR: o caso da Cadeia Pública Hildebrando de Souza

Abstract

This master's thesis was developed based on concerns raised regarding the work of the prison system and the implementation of public health policy in times of pandemic, in the municipality of Ponta Grossa - PR. The problem was established based on the desire to understand the ways in which health policy operates aimed at the public chain in Ponta Grossa and the challenges of this intervention. The questions that were raised to structure an analysis were: How were health policy measures carried out in the prison system during the Covid-19 pandemic? What were the impacts of Covid-19 on the penal establishment? What guidelines and regulations were followed to prevent and protect the population deprived of their liberty during the pandemic? The methodology used was qualitative research, focused on case studies, of an exploratory and descriptive nature, based on documentary and bibliographical research, in addition to using semi-structured interviews and focus groups, with a method of content analysis. The research universe was the Hildebrando de Souza Public Prison. The subjects primarily investigated by the research were the institution's professionals/workers, such as prison officers, social workers, nurses and the institution's managers. Indirectly, individuals deprived of their liberty, even temporarily, were also the subject of investigation for this study that analyzed how the institution went through the most critical periods of the Covid-19 pandemic, between March 2020 and March 2022. The result was that overcrowding is the main aggravating factor in the prison institution and has been a recurring problem for some years. A series of measures were implemented in the dynamics and functioning of the institution, which prevented the spread of Covid-19 on site and mitigated more serious problems.
