Abstract
Neste artigo tratamos da Economia Solidária com um olhar especial sobre o desenvolvimento dos chamados Empreendimentos Solidários, que consideramos matriz alternativa de desenvolvimento local e regional, fazendo parte de uma pesquisa em andamento que reúne reflexões teóricas no âmbito da Pós-Graduação, através do Programa de Mestrado em Ciências Sociais Aplicadas da Universidade Estadual de Ponta Grossa, e estudo de práticas relacionadas ao Programa de Extensão Incubadora de Empreendimentos Solidários – IESOL, da mesma Universidade, particularmente no que se refere à ATERRA – Associação dos Trabalhadores Rurais da Reforma Agrária, do Pré-assentamento Emiliano Zapata, situado no município de Ponta Grossa. Pretende-se analisar a proposta de criação de uma alternativa de desenvolvimento cujo ponto principal é a possibilidade de se desconcentrar renda e poder, apontando para estratégias que façam frente ao crescente número de trabalhadores desempregados ou empregados de forma precária. Essa proposta procura fazer da autogestão e da solidariedade estratégias de luta e resistência contra formas de opressão e de exclusão social e econômica dos sistemas produtivos e de consumo vigentes, envolvendo cooperação no lugar de competição, desenvolvimento da inteligência coletiva e da gestão partilhada no lugar do individualismo, numa perspectiva em que a prática democrática assegure a todos o reconhecimento das capacidades, o exercício da liberdade, o respeito à diversidade e o compartilhamento do poder, propiciando formas de igualdade social, cultural e econômica.
In this article Solidary Economy is approached with special attention to the development of Solidary Entrepreneurship which is considered as an alternative for local and regional development. This article is part of ongoing research from the -Graduate Program, Masters Degree in Applied Social Sciences at the State University of Ponta Grossa. The researc also involves studies on practices related to the outreach project of Solidary Entrepreneurship - IESOL at the same university. This second project is particularly involved with the ATERRA – Association of Rural Workers from the Rural Reform, from the Emiliano Zapata settlement, Ponta Grossa, Pr. The aim of the article is to analyze the proposal for an alternative form of development which aims at the decentralization of income and power, emphasizing that deal with the increasing number of unemployed workers or workers in precarious situations. This proposal intends to transform fi ght and resistance strategies of solidarity into auto-management against forms of oppression, social and economic exclusion of the productive and consumption systems, replacing competition by cooperation, development of collective intelligence and shared management instead of individualism. In other words, a perspective in which the democratic exercise assures to all the recognition of capacities, the exercise of freedom, the respect to diversity and the sharing of power which will provide forms of social, cultural and economic equity.
