Socioeducação – uma política pública em desenvolvimento: análise do atendimento socioeducativo no município de Ponta Grossa – PR

Abstract

This research investigates the socio-educational service carried out in the municipality of Ponta Grossa - PR. It was the Statute of Children and Adolescents (ECA) that inaugurated the concept of socio-educational measures, establishing that

adolescents who commit infractions should be held accountable through socio- educational services that promote pedagogical interventions, with the main objective of socio-educational measures is to promote the social insertion of adolescents in compliance with socio-educational measures through the broad guarantee of personal and social rights. Faced with the more generic provisions of the ECA, CONANDA - National Council for the Rights of Children and Adolescents - produced Resolution No 119/2006, which regulated the National System of Socio-Educational Assistance (SINASE), which began to provide guidance on the necessary conditions

and guidelines that socio-educational services must follow when carrying out socio- educational measures. Subsequently, this resolution gained the force of law (Law No.

12,594/2012), establishing the demand for the production of socio-educational plans at the federal, state, municipal and district levels. Socio-educational plans define objectives and goals to be achieved over a ten-year period, and must be regularly monitored and evaluated. In this sense, the present research had as its central objective to analyze the development of socio-educational care in the municipality of Ponta Grossa/PR from the year 2017 until the first half of 2023, focusing on the analysis of whether the socio-educational policy has reached the effectiveness of social rights of adolescents in compliance with socio-educational measures. Therefore, the research went through the following phases: bibliographical, documental and field. In the first phase, a bibliographical research was carried out in which the following themes were addressed: public policy, social public policy, public policy cycle, evaluation and analysis of public policy implementation processes and Urie Bronfenbrenner's Bioecological Theory. In the documentary phase of the research, the national, state and municipal plans were analyzed, as well as evaluation reports of socio-educational assistance in Ponta Grossa/PR. The last phase of this study was field research carried out through interviews with professionals involved in the socio-educational field in the municipality of Ponta Grossa/PR. Based on the analysis of 03 theoretical categories, it was possible to assess that socio-educational services encounter significant difficulties in effectively guaranteeing the rights of adolescents in compliance with socio-educational measures, pointing out the deficit of professionals in the services and the difficulties in achieving intersectoriality in the field socio-educational, the main weaknesses of the socio-educational policy. On the other hand, the connection of the Municipal Commission for Socio-Education to the Municipal Council for Socio-Education (CMDCA) and the performance of the State University of Ponta Grossa (UEPG) in the socio-educational field were indicated as potential for advancing in intersectoral articulation. This study aims to contribute to the development of socio-educational care towards Integral Protection and broad guarantee of rights for adolescents in compliance with socio-educational measures.
