Empoderamento de mulheres através da revisão de planos diretores participativos de municípios com IDH baixo no estado do Paraná

Abstract

Esta pesquisa tem por objetivo compreender o processo de empoderamento de mulheres através da construção de projetos de desenvolvimento de municípios com IDH Baixo no Estado do Paraná, através da revisão de seus Planos Diretores Participativos. Nosso recorte espacial refere-se aos municípios de Cerro Azul - PR e Doutor Ulysses - PR, pelo fato destes ocuparem, respectivamente, as últimas posições de IDH dentre os 399 municípios do Paraná. Estas duas últimas posições evidenciam a vulnerabilidade institucional vivida por estes municípios. Devido ao fato das mulheres serem compreendidas socialmente como as principais responsáveis pela esfera da reprodução, relacionada ao trabalho doméstico e o cuidado com filhas e filhos, são elas as mais prejudicadas pela precariedade dos serviços públicos e pela pequena disponibilidade dos equipamentos urbanos. Ao passo da diminuição da presença do Estado nos bairros mais pobres e periféricos ou das áreas rurais mais afastadas das cidades, maior é a carga social que é assumida pelas mulheres nesses locais. Sendo que os Planos Diretores Participativos, segundo a Constituição Federal de 1988 e o Estatuto da Cidade de 2001, os melhores instrumentos que atuam no objetivo de interferência na lógica geográfica excludente, e no objetivo de resolução dos problemas sociais, medidos pelo Índice de Desenvolvimento Humano, a compreensão da formação de lideranças e do empoderamento de mulheres se faz fundamental no entendimentos destes processos. Portanto, é através da construção de municípios menos desiguais que também enfrentamos a desigualdade de gênero.

This research aims to understand the process of empowering women through the construction of development projects in municipalities with a Low HDI in the State of Paraná, through the review of their Participatory Master Plans. Our spatial section refers to the municipalities of Cerro Azul – PR and Doutor Ulysses - PR, due to the fact that they occupy, respectively, the last HDI positions among the 399 municipalities in Paraná. These last two positions highlight the institutional vulnerability experienced by these municipalities. Due to the fact that women are socially understood as those primarily responsible for the sphere of reproduction, related to domestic work and caring for daughters and sons, they are the most harmed by the precariousness of public services and the limited availability of urban facilities. As the presence of the State decreases in the poorest and most peripheral neighborhoods or rural areas furthest from cities, the social burden that is assumed by women in these places increases. Since Participatory Master Plans, according to the Federal Constitution of 1988 and the City Statute of 2001, are the best instruments that act with the objective of interfering in the exclusionary geographic logic, and with the objective of resolving social problems, measured by the Human Development Index , understanding the formation of leadership and the empowerment of women is fundamental in understanding these processes. Therefore, it is through the construction of less unequal municipalities that we also face gender inequality.
