dc.description.abstractThe main aim of this study is to analyze the policy that guides the Municipal Law no. 12.213 from 23rd June, 2015 and the Political Pedagogical Project (PPP) of the Municipal Bilingual School for Deaf Students Geny de Jesus Souza Ribas concerning the (non) defense of bilingual education based on my perspective as a deaf teacher. Being a deaf post-lingual person and being able to act in inclusive educational spaces allowed me to experience the difficulties both as a student and a teacher of students who did not feel satisfated or happy influenced my point of view and formed my questioning opinion about inclusive education. This inclusion has not been done adequately, as it does not consider the linguistic and cultural difference in relation to Libras, as well as the concern with the bilingual methodological aspect to be adopted for the teaching of Portuguese as second language (L2). According to Góes (2012, p. 63), in regular schools the access to contents takes place in a bimodal form. In order to have a better understanding of the path taken on the light of studies about linguistic policies, Deaf Studies (SKLIAR, 1998) and Educational Policies, it is paramount to review the role of the laws and their impact on the Brazilian educational system. Initially, the study describes the history of Brazilian Sign Language (Libras, in the Portuguese acronym) in Brazil based on readings; next important aspects found during the research are discussed. This “personal or professional experience of studies and readings” (LAKATOS; MARCONI, 1992, p. 45) from 2006 until the end 2018, when the Education for Deaf Students and Libras were constituted from discourses (STURMER, 2016) and struggles for a form of education that includes linguistic diversity. Nevertheless, the practice in regular schools under the title of Inclusive Education does not guarantee the access to Libras as a language of instruction, but as an instrument of teaching to facilitate the understanding of contents. According to the document analyzed, teachers’ continuing education and visual resources with the aid of technology are negative factors in inclusive practices. Therefore, it is imperative to reconsider these pratices that require a plan of action that includes linguistics policies and the respect to human linguistic and cultural rights (SKUTNABB-KANGAS, 1994) taking into consideration the bilingual context of deaf children (QUADROS, 2006). Bimodal practices, undprepared teachers and the lack of knowledge about deaf culture are challenges for the implementation of Bilingual Education. It is necessary that both tegular and bilingual schools for deaf students to be spaces that respect what is proposed by the law, because in order to Libras to become a compulsory discipline, the cultural and linguistic context of the deaf community should the present in the educational spaces.pt_BR
dc.description.resumoO objetivo central deste estudo é analisar a política que orienta a Lei Municipal nº 12.213, de 23 de junho de 2015, e o Projeto Político Pedagógico (PPP) da Escola Municipal Bilíngue para Surdos Geny de Jesus Souza Ribas quanto à (não) defesa de uma educação bilíngue, a partir da minha ótica de professora surda. Ser surda profunda pós-lingual e poder atuar dentro dos espaços educacionais inclusivos e sentir na pele as dificuldades tanto como aluna quanto professora que está ao lado de alunos que não se sentiam satisfeitos ou felizes foram pontos que influenciaram meu ponto de vista e formaram minha opinião questionadora em relação à educação inclusiva. Esta inclusão não está sendo feita de forma adequada, pois não considera a diferença linguística e cultural em relação a Libras, como também a preocupação com o aspecto metodológico bilíngue que se pretende adotar para o ensino do Português como L2. Conforme Góes (2012, p. 63), na escola regular o acesso aos conteúdos ocorre de forma bimodal. Para compreender melhor este caminho percorrido à luz dos estudos em política linguística, Estudos Surdos (SKLIAR, 1998) e Política Educacional, é de suma importância rever o papel das leis e o seu reflexo no sistema educacional brasileiro. Inicialmente, descrevo um pouco da história da Língua Brasileira de Sinais (Libras) no Brasil, a partir das leituras, e em seguida discuto pontos importantes encontrados no decorrer da pesquisa. Essa “experiência pessoal ou profissional, de estudos e leituras” (LAKATOS; MARCONI, 1992, p. 45) iniciou em 2006 e continuou até fins de 2018, momento em que a Educação de Surdos e a Libras se constituíram a partir de discursos (STURMER, 2016) e lutas por uma educação que contemple a diversidade linguística. No entanto, as práticas nas escolas regulares sob a bandeira da Educação Inclusiva não garantem acesso à Libras como língua de instrução, mas como instrumento de ensino para facilitar a compreensão dos conteúdos. Conforme os documentos analisados, a desvalorização linguística e cultural, a falta de incentivo governamental, a infraestrutura, a formação continuada para os professores e os recursos visuais com auxílio da tecnologia são também um dos fatores negativos das práticas inclusivas. Assim, faz-se necessário repensar essas práticas e para isso são necessários uma proposta e um plano de ação, que inclui políticas linguísticas e respeito aos direitos humanos, linguísticos e culturais (SKUTNABB-KANGAS, 1994), considerando o contexto bilíngue da criança surda (QUADROS, 2006).   As práticas bimodais, o despreparo dos professores e o desconhecimento da cultura surda são um desafio para que essa política de Educação Bilíngue se concretize. É preciso que tanto a escola regular como a escola bilíngue para surdos sejam ambientes que respeitem o que a lei propõe, pois, para que a Libras seja uma disciplina obrigatória, o contexto cultural e linguístico da comunidade surda deve estar presente nesses espaços educacionais.pt_BR
