A relação entre a EAD da UEPG promovida pelo sistema UAB com o desenvolvimento regional dos municípios sedes pioneiros do Paraná

Abstract

Distance education gained strength in Brazilian public higher education through the public policy system Universidade Aberta do Brasil (UAB), with the main objective of internalizing access to university higher education, in this way, municipalities and regions of the country who had no access to Universities, now have distance courses. This potential becomes important in terms of development when using the concept of human capital, which is a way of investing in people by increasing their production capacity. This research is part of the discussion on the relationship between distance education and development, considering the potential of this teaching modality in the formation of human capital in regions with little or no access to university higher education. Given the importance of the State University of Ponta Grossa (UEPG) in higher distance education, analyzing the specific case of human capital formed by this institution in municipalities in Paraná, allows to identify the logic of the relationship between distance education and development. As the public policy UAB System potentiated the expansion of higher distance education in UEPG, the period in which the institution's human capital formation was analyzed was delimited from the first vestibular of the agreement between UEPG and the UAB system dated 2008, in which 28 host cities received the courses. Of these municipalities Apucarana, Ibaiti and Telêmaco Borba were selected because they are important in their respective regions in terms of demand for basic services such as health and education. In this sense, the objective of this research was to analyze the relationship between distance education promoted by the implementation of UEPG in the UAB System, with the regional development of the municipalities of Apucarana, Ibaiti and Telêmaco Borba. To this end, a pluri methodological framework was used, involving the use of the State of Knowledge and bibliographic research to build the theoretical framework, and documentary and field research for data collection. With the results it was identified that 129 graduates were trained, all in courses aimed at education. In the years following the formation of these graduates, the number of workers with complete higher education with an active link in the education sector increased in the three municipalities, as well as their concepts in the Basic Education Development Index (IDEB)
