Abstract

The subject of this research is the Social Security of federal civil servants, from the Federal Constitution of 1988, and the process of financialization of the public fund. The starting point is the question of what the impact is and how the process of financialization has developed in the Brazilian social security system, on the Own Social Security System of Federal Public Servants, considering the successive law reforms, the appropriation of the public fund and the transfer of part of the management to private capital. The general objective is to analyze the reforms perpetrated on the Social Security of federal civil servants in Brazil, with special emphasis on the civil servants of the Federal Institute of Education, Science and Technology of Paraná (IFPR), analyzing the process of creating closed supplementary pensions, especially the Supplementary Pension Foundation for Federal Civil Servants of the Executive Branch (Funpresp-Exe), created by Law 12.618/2002, its relevance to federal civil servants and the role of financialization in this issue.Throughout the work is presented the historical trajectory of the development and expansion of the civil service and Social Security until the promulgation of the Federal Constitution of 1988. Subsequently, the scenario established in the constitutional text is presented, as well as how the social security reforms have altered the original text under the influence of the financialization process, focusing on the main Constitutional Amendments approved on the social security of federal civil servants and how the current system is regulated, including the complementary social security system. Data from the supplementary pension scheme for IFPR civil servants is presented as a sample space for discussing Funpresp membership and to focus the research. In the end, we conclude that the process of financialization gained momentum in the 1990s and was a determining factor in driving the reforms of the social security system for federal civil servants, which led to significant reductions in rights and culminated in the creation of the supplementary social security system and the appropriation of resources from the public social security fund. Civil servants' pensions became yet another product of the financial market. Methodologically, the research is based on a dialogue between the Weberian theoretical framework and contemporary authors who discuss the state, public administration and the public sector pension scheme, with the aim of analyzing bureaucracy and the state's administrative machine. The methodological tools chosen were a bibliographical review, documentary and legal-normative research, as well as data collection from official bodies.
